Is there a slow wake up procedure for whelen 9000 strobe bars that were not used for several years?

I have a few Whelen 9000 strobe bars around, and didn't use them for a long time (years)
A while back I tried one, and that had very odd things happening, in the way of flashing.
and I'm not sure anymore, But I thought someone mentioned that there is a sort of "wake up procedure" to get these bars going strong again?

Sometimes the capacitors need conditioned. Letting the bar run, or charge up will often restore them. Also voltage, ground connections, and bulbs near failing can cause issues. U hook them straight ot known good power and run them for half an hour and see if the problems improve or worsen. Then i swap bulbs around to rule out bulbs.
