LED flasher overload outcome?

I just started reading more into LED flashers & noticed the ones I use (sho-me) are rated at 3 amps per output.

What exactly will a flasher do when it is overloaded by...for example.... 1.5 amps each side? Is it just harder on the flasher causing pre-mature failure, or?

Most of the sho-me flashers I have seen go bad heat up the epoxy and bubble out then quit working.
