mazon tm-4800 programming

Just picked up a used maxon tm-4800. What do I need to program this to my needs? Or is there anyone one here in st clair county or macomb county michigan area that would be willing to program it for me for a nominal fee?

If you're hoping to put it on the MPSCS trunked system, you're out of luck. It only does LTR trunking:
