Just picked up a 2015 Charger Pursuit and found this hardwired to the center console. Not sure what it is. No logos or markings.

Does it do anything when the car is powered in? Or when driving?

Nope. Seems like it'd an accessory to another part. Haven't traced the wires back yet.

Something to do with LoJack or a tracking system? Perhaps a back up range device?

definitely a back up warning system. we have the same one in one of our service vehicles. it gets ground under the rear of the vehicle and only comes on when in reverse
