Wow...

Um I'd start with checking:

Ground

Gears

Bulbs

Chain

check all your wires and connections to make sure something isint grounding

Check the gears to see if all the teeth are okay

replace non working bulbs with working to see if its the bulb or the connection

check the tension on the gear chain

Mine has that problem with one rotator, the bushing in the idler gears wear down, making the rotator gear not always mesh with the others. I tried building up the pin that the gear rotates with with jb weld so its not so loose and theres not as much play in the gear

try moving the gear closer, same happened with my J-cal. Maybe you have the lights on front cut-off, thats why the rear rotors are lit.
