Did I hear the guy either filming or someone he was talking to say, "you're a bystander, you can help anytime".....um...no...bystanders are not civilian firefighters...stay back and don't get in the way! Granted there are situations where bystanders may be utilized..but there appears to be more than enough units on scene of this fire.

At 4:05, that's Westchester County's Dept. of Emergency Services Cause and Origin/Arson Task Force Zone 4. There are 5 zones located throughtout the county. The teams are made up of volunteer fire investigators. The one shown in the video is County Car 1404, an ex-Verplank FD Ambulance. This is Zone 5's vehicle...

The beacons on the hood are... different. Not my style but it looks like it would work if you could eliminate flashback.

If I remember correctly from another forum, this guy is member of Peekskill VAC, which explains why he could have gotten so close to the scene.
