We have a couple of Pro-Gard partitions (BNIB) and cargo partitions that are marked for 2007-2010 Tahoes. The problem is we are getting 2014 Hoes and are trying to keep the costs down. Was there a design change that would make these incompatible?

I'm not 100% sure but 95% sure there were no design changes that would affect either of your partitions. Changes between 10 and 14 were extremely minimal on the interiors. Most likely they were just an older batch and no design change was needed or mfg hasn't updated their packaging / comparability list.
