I've found the real, old fashioned air horn tends to get their attention better than electronic sirens of any tone, but you still need to use sirens to signal your need for the right of way. And it's required by law.

The brand of siren can make a difference too. I have few people move out of my way with a Tomar on the highway. However, we have an old Expedition with a Carson 500. People pull out of the way for that. We took a Whelen 314 speaker off a 2004 Crown Vic that had been used as a door prop and put it back in service on the Expedition. Loud! Although it has a toy look to it, it works. I made a recording of it not too long ago when we got it back from the shop:
