Public servants are supposed to be held to a higher ethical standard, and when we let the public down (we do, unfortunately, at times), it's news because it's a fail on a higher level. If a mid level customer service manager is arrested for embezzlement, it's news, but not so much as when a VFD's financial secretary or a city manager is arrested for the same thing - because the standards are higher, and thus, the fall from grace is longer, and the sudden stop at the end is that much more abrupt. Oh, and there's more dirt flying around.
