Yes, definitely a factory option. In DC, both the USSS Uniform Division cars as well as US Capitol Police cruiser with 9M bars all have them.

DC metro police cars also use blue cruise lights on their FedSig Legend lightbars.

Yes, but that's a different concept: unlike the 9M bars, Legend bars do not use a dedicated light source for the cruise function. Rather, the Legend bars have 2 full size LED modules on low power steady burn to the front and to the rear. Compare that to Freedom and Liberty bars that have their corner modules light up steady in lower power.
