I have 1 Whelen Inner Edge it is 100% Tested and Working it is Red/Blue It does not have Takedowns installed however it does have the wiring for it if you chose to do that. It is 2010-11 Vintage Came off an Explorer.

NO I can not send to Germany Sorry, There are no Mounting Brackets but it came off an Explorer.
