VF is a one time fee. The VAS plate is less then the EMT plate but still a yearly fee. I always wondered why VF get a better deal then Volunteer Ambulance Service.

Seems like in NY state the fire unions have a MAJOR influence in Albany (they also got the law changed for blue lights to the rear)

as for someone asking about the new , new york yellow plates, i did call dmv offices in albany and they said they are not designed yet, so i guess we have to stay with our current VAS plates

This is what we have here in CT. The plates for actual apparatus look the same, but just state "Fire Apparatus" on the bottom.

Ambulance Services in NY will soon be allowed hopefully to use blue light to the rear. Look at this letter the nysvara.org posted. I hope they get the law changed soon.

On the up side, any non-profit organization based in PA can apply for (and 99% of the time receive) a specially-designed plate. A lot of the fire companies and ambulance corps' have done it and less of the generic FF and EMS plates are being seen.
